Japan's population to drop by 1 million each year

Japan's rapid aging means the national population of 128 million will shrink by one-third by 2060 and seniors will account for 40 percent of people, placing a greater burden on the shrinking work force population to support the social security and tax systems.

The population estimate released Monday by the Health and Welfare Ministry paints a grim future.

In 2060, Japan will have 87 million people. The number of people 65 or older will nearly double to 40 percent, while the national work force of people between ages 15 and 65 will shrink to about half of the total population, according to the estimate, made by the National Institute of Population and Social Security Research.

The total fertility rate, or the expected number of children born per woman during lifetime, in 2060 is estimated at 1.35, down from 1.39 in 2010 ? well below more than 2 needed to keep the country's population from declining. But the average Japanese will continue to live longer. The average life expectancy for 2060 is projected at 90.93 for women, up from 86.39 in 2010, and 84.19 years for men, up from 79.64 years.

"The trend of the aging society will continue and it is hard to expect the birth rate to rise significantly," Chief Cabinet Secretary Osamu Fujimura told a news conference. "Thus, comprehensive tax and social security reform is needed."

Prime Minister Yoshihiko Noda has pledged to push for social security and tax reforms this year. A bill he promised to submit by the end of March would raise the 5 percent sales tax in two stages to 8 percent in 2014 and 10 percent by 2015, although opposition lawmakers and the public pose challenges to its approval.

Experts say that Japan's population will keep losing 1 million every year in coming decades and the country urgently needs to overhaul its social security and tax system to reflect the demographic shift.

"Pension programs, employment and labor policy and social security system in this country is not designed to reflect such rapidly progressing population decline or aging," Noriko Tsuya, a demography expert at Keio University, said on public broadcaster NHK. "The government needs to urgently revise the system and implement new measures based on the estimate."

The population projection is compiled roughly every five years based on data including a census and demographic statistics and serves as reference materials for government's social security policy.

Florida highway pileup kills at least 10 people (AP)

GAINESVILLE, Fla. ? A long line of cars and trucks collided one after another early Sunday on a dark Florida highway so shrouded in haze and smoke that drivers were instantly blinded. At least 10 people were killed.

When rescuers first arrived, they could only listen for screams and moans because the poor visibility made it difficult to find victims in wreckage that was strewn for nearly a mile, police said.

Authorities were still trying to determine what caused the pileup south of Gainesville on Interstate 75, which had been closed for a time before the accidents because of the mixture of fog and heavy smoke from a brush fire that may have been intentionally set. At least a dozen cars and six tractor-trailers were involved, and some burst into flames.

Steven R. Camps of Gainesville said he and some friends were driving home several hours before dawn when they were drawn into the pileup.

"You could hear cars hitting each other. People were crying. People were screaming. It was crazy," he said. "If I could give you an idea of what it looked like, I would say it looked like the end of the world."

Photographs of the scene taken hours later revealed an aftermath that resembled a Hollywood disaster movie. Twisted, burned-out vehicles were scattered across the pavement, with smoke still rising from the wreckage.

Cars appeared to have smashed into the big rigs and, in one case, a motor home. Some cars were crushed beneath the heavier trucks.

Reporters who were allowed to view the site saw bodies still inside a burned-out Grand Prix. One tractor-trailer was burned down to its skeleton, charred pages of books and magazines in its cargo area. And the tires of every vehicle had burned away, leaving only steel belts.

Before Camps hit the fog bank, a friend who was driving ahead of him in a separate vehicle called to warn of the road conditions. The friend said he had just seen an accident and warned Camps to be careful as he approached the Paynes Prairie area just south of Gainesville.

A short time later, Camps said, traffic stopped along the northbound lanes.

"You couldn't see anything. People were pulling off the road," he said.

Camps said he began talking about the road conditions to a man in the car stopped next to them when another vehicle hit the man's car.

The man's vehicle was crushed under a semi-truck stopped in front of them. Camps said his car was hit twice, but he and another friend were able to jump out. They took cover in the grass on the shoulder of the road.

All around them, cars and trucks were on fire, and they could hear explosions as the vehicles burned.

"It was happening on both sides of the road, so there was nowhere to go. It blew my mind," he said, explaining that the scene "looked like someone was picking up cars and throwing them."

Authorities had not released the names of victims Sunday evening, but said one passenger car had four fatalities and a "tour bus-like" vehicle also was involved in the pileup.

At least 18 people were taken to a hospital.

All six lanes of the interstate ? which runs virtually the entire length of Florida ? were closed most of Sunday afternoon as investigators surveyed the site and firefighters put out the last of the flames.

The northbound lanes of I-75 were reopened around 5:30 p.m. EST, but the southbound lanes remained closed.

"Our standard operating procedure is to get the road open as quickly as possible but let's not forget we have 10 people who are not with us today," said Lt. Patrick Riordan, a Florida Highway Patrol spokesman. "So we are going to take our time assessing the situation."

It was not clear when the highway would fully reopen because part of the road melted, police said.

At some point before the pileup, police briefly closed the highway because of the fog and smoke. The road was reopened when visibility improved.

Riordan said he was not sure how much time passed between the reopening of the highway and the first crash.

Traffic was being diverted much of Sunday onto U.S. 301 and State Road 27, Riordan said.

A spokeswoman for the Florida Forest Service, Ludie Bond, said the fire began Saturday, and investigators were trying to determine whether the blaze had been intentionally set. She said there were no controlled burns in the area and no lightning.

Bond also said the fire had burned 62 acres and was contained but still burning Sunday. A similar fire nearby has been burning since mid-November because the dried vegetation is so thick and deep. No homes are threatened.

Four years ago, heavy fog and smoke were blamed for another serious crash.

In January 2008, four people were killed and 38 injured in a series of similar crashes on Interstate 4 between Orlando and Tampa, about 125 miles south of Sunday's crash. More than 70 vehicles were involved in those crashes, including one pileup that involved 40 vehicles.

European ministers seek UN resolution on Syria (AP)

LONDON ? British and French foreign ministers are heading to New York on Monday to bolster Arab League efforts to press for a United Nations resolution aimed at halting Syria's violent crackdown on anti-regime protests.

Britain's Foreign Secretary William Hague and French Foreign Minister Alain Juppe both confirmed they would attend U.N. talks scheduled for Tuesday.

Officials hope that Qatari Prime Minister Hamad bin Jassim and Arab League officials, who will also attend, can help persuade Russia and China to back away from their opposition to a U.N. Security Council resolution.

Russia has insisted that it won't support any resolution which could enable foreign military intervention in Syria.

On Monday, it said Syria's government has agreed to come to Moscow for talks with the country's opposition representatives in. It was not immediately clear if Syria's opposition representatives would agree to such talks, but in the past they have said that an end to violence was their precondition for a meeting.

The French Foreign Ministry said Juppe would travel to New York "to convince the Security Council to assume its responsibilities in the face of the worsening of crimes against humanity by the Syrian regime."

In London, British Prime Minister David Cameron's office urged Moscow to reconsider its stance. "Russia can no longer explain blocking the U.N. and providing cover for the regime's brutal repression," a spokeswoman for Cameron said, on customary condition of anonymity in line with policy.

The U.N. estimates about 5,400 people have been killed in 10 months of violence.

Talks on Tuesday are scheduled to focus on a draft resolution based on an Arab League peace plan. That plan calls for a two-month transition to a unity government in Syria.

A British official, who requested anonymity to discuss negotiations on a resolution, said the U.N. would seek to approve a resolution calling for progress on halting the crisis.

The Security Council will threaten possible sanctions in no progress is made within two weeks, the official said.

However, the text would stress there are no plans for any military intervention in Syria ? though the option would not be explicitly, or permanently, ruled out, the official said.

Arab League Secretary-General Nabil Elaraby said Sunday in Egypt that contacts were under way with China and Russia in the hope of overcoming their opposition to a resolution.

On Saturday, the Arab League halted the work of its observer mission in Syria because of the escalating violence there.

MELBOURNE, Australia (AP) ? Victoria Azarenka started celebrating, then suddenly did a double-take to ask her coach, "What happened?"

The answer: She had just produced one of the most lopsided Australian Open final victories to capture a Grand Slam title and the No. 1 ranking for the first time.

Azarenka routed three-time Grand Slam winner Maria Sharapova 6-3, 6-0 in 1 hour, 22 minutes on Saturday night, winning 12 of the last 13 games after dropping her first service game and falling behind 2-0.

"It's a dream come true," she said. "I have been dreaming and working so hard to win the Grand Slam, and being No. 1 is pretty good bonus. Just the perfect ending and the perfect position to be in."

Azarenka had won 11 straight matches, including a run to the Sydney International title, and reached her first Grand Slam final. Her previous best performance at a major was a semifinal loss to Petra Kvitova at Wimbledon last year. Sharapova had all the experience, being in her sixth major final and having won three ? dating to her 2004 Wimbledon title.

But it didn't unnerve the 22-year-old Azarenka, the first woman from Belarus to win a singles major. She's also the seventh different woman to win a Grand Slam since Francesca Schiavone won the 2010 French Open, and the fifth different winner in as many majors.

Azarenka became only the third woman to earn the No. 1 spot after winning her first major title. She moved from No. 3 to No. 1 in the rankings, helped by Caroline Wozniacki's loss in the quarterfinals.

The third-seeded Azarenka set up championship point with a stunning forehand, her 14th clean winner, and sealed it when Sharapova netted a backhand.

She dropped to her knees at the baseline with her hands over her face. She got up, held her hands up and jogged over to her coach, Sam Sumyk, in the stands to celebrate.

"The best feeling, for sure," Azarenka said. "I don't know about the game. I don't know what I was doing out there. It's just pure joy what happened. I can't believe it's over."

And she paid special credit to her grandmother, "the person who inspires me the most in my life."

Azarenka has been a distinctive presence at Melbourne Park as much for her shrieks and hoots with each shot and seemingly boundless energy as for her white shorts, blue singlet and lime green head and wrist bands.

Against Sharapova, she maintained the frenetic movement that has been the hallmark of her performance in Australia, her 25th consecutive major. She won the Sydney International title last weekend and is on a 12-match winning streak ? the first player since 2004 to win a WTA tour event the week before winning a major.

"She did everything better than I did today. I had a good first couple of games, and that was about it," Sharapova said. "Then she was the one that was taking the first ball and hitting it deep and aggressive. I was always the one running around like a rabbit, you know, trying to play catch-up all the time."

Sharapova also won only three games in a 2007 final loss to Serena Williams, who also conceded only three games in the 2009 final against Dinara Safina.

When Sharapova won the first two games, there was no indication of how lopsided the match would be. Azarenka took control after holding for the first time, breaking Sharapova at love and then holding again on a three-game roll.

Sharapova held, finishing off with an ace, to level the score at 3-3 in the first set but then didn't win another game.

Azarenka started dictating the points, coming to the net at times, hitting winners from the baseline and forcing the 24-year-old Russian to the extremes on both sides of the court. Sharapova seemed barely able to move by comparison, and had 30 unforced errors in the match.

The second set was completely lopsided and lasted only 36 minutes, with Sharapova winning only 12 points.

"As in any sport, you have your good days, you have your tough days and you have days where things just don't work out," said Sharapova, who has now been on the losing end of two of the most lopsided scorelines in a final at Melbourne Park.

In the men's doubles final, Leander Paes and Radek Stepanek denied Bob and Mike Bryan their record 12th Grand Slam title, beating the American twins 7-6 (1), 6-2.

The 33-year-old Bryans were attempting to secure their place as the most decorated doubles team since the Open Era began in 1968. They remain tied at 11 major titles with Australian duo Mark Woodforde and Todd Woodbridge.

On Sunday, defending champion Novak Djokovic takes on Rafael Nadal in a men's singles final featuring the top two players in the rankings. Djokovic won three of the four majors last year and beat Nadal in six finals in 2011 among his 70 match wins for the season.

Azarenka had her best season in 2011, winning 55 of 72 matches to finish the year at No. 3.

There was a time when she'd momentarily flirted with the idea of quitting the sport during a quick trip home to Minsk after a loss at Doha. But she was quickly set straight by her family, including her grandmother, who had reportedly worked three jobs until the age of 71.

She couldn't get through to her family immediately "because my phone is freaking out right now," but she texted them from the court.

"I made a pretty smart decision, not walking out, right? That was pretty special," she said. "There's always ups and downs, now I'm up."

Prenatal testosterone linked to increased risk of language delay for male infants, study shows

ScienceDaily (Jan. 25, 2012) ? New research by Australian scientists reveals that males who are exposed to high levels of testosterone before birth are twice as likely to experience delays in language development compared to females. The research, published in Journal of Child Psychology and Psychiatry, focused on umbilical cord blood to explore the presence of testosterone when the language-related regions of a fetus' brain are undergoing a critical period of growth.

"An estimated 12% of toddlers experience significant delays in their language development," said lead author Professor Andrew Whitehouse from the University of Western Australia. "While language development varies between individuals, males tend to develop later and at a slower rate than females."

The team believed this may be due to prenatal exposure to sex-steroids such as testosterone. Male fetuses are known to have 10 times the circulating levels of testosterone compared to females. The team proposed that higher levels of exposure to prenatal testosterone may increase the likelihood of language development delays.

Professor Whitehouse's team measured levels of testosterone in the umbilical cord blood of 767 newborns before examining their language ability at 1, 2 and 3-years of age.

The results showed male infants with high levels of testosterone in cord blood were between two-and-three times more likely to experience language delay. However, the opposite effect was found in female infants, where high-levels of testosterone in cord blood were associated with a decreased risk of language delay.

Previous smaller studies have explored the link between testosterone levels in amniotic fluid and language development. However, this is the first large population-based study to explore the relationship between umbilical cord blood and language delay in the first three years of life.

"Language delay is one of the most common reasons children are taken to a Paediatrician," concluded Professor Whitehouse. "Now these findings can help us to understand the biological mechanisms that may underpin language delay, as well as language development more generally."

Conoco says reaches China spill compensation deal (AP)

BEIJING ? ConocoPhillips said Wednesday that it and China National Offshore Oil Corp. reached a $160 million agreement to settle compensation claims from oil spills off northeastern China.

The Houston-based company said in a statement that the two had reached an agreement with China's Ministry of Agriculture over the oil spills last June in the Bohai Sea.

The spills were considered small, especially compared with the Gulf of Mexico spills in 2010, but Conoco, the operator of the Bohai field, still came under intense media criticism in China.

Conoco said the money, 1 billion yuan, would be used "to settle public and private claims of potentially affected fishermen in relevant Bohai Bay communities."

It said 10 percent of the money would go to the company's previously announced fund to improve fishery resources.

The agreement will likely stop a lawsuit that a group of more than 100 Chinese fishermen filed last year seeking compensation from ConocoPhillips China for damage to their sea cucumber catches.

In September, ConocoPhillips announced plans to set up two funds to pay compensation and address environmental problems resulting from the spills.

The government has already ordered the company to stop all production pending a full cleanup and a review to ensure no more oil seeps into the sea.

The oil spill covered about 2,500 square miles (6,200 sq. kilometers) of water surface. It drew attention to pollution in the Bohai region due to industrialization, oil drilling and fast population growth that has decimated sea food and fish stocks and caused frequent red tides.

Sea cucumbers, one of many types of sea product harvested in the Bohai, are sausage-shaped, often spiky marine animals that are viewed as a delicacy by many in Asia.

Santorum says Obama pushes doctors from Medicare (AP)

LADY LAKE, Fla. ? Republican presidential candidate Rick Santorum on Monday warned Florida's seniors that the Democrats' health law would limit their access to doctors and dollars and criticized his main rivals for backing its requirement that younger Americans buy health insurance.

Santorum tried to draw a connection between Medicare and a key provision of the health care law, the so-called individual mandate, which doesn't affect older Americans because virtually all of them are already covered through the government program.

Santorum, however, argues that the health care law puts a cap on Medicare spending and that, because Mitt Romney and Newt Gingrich at one time supported the idea of an individual mandate, they share the blame for the impact of the health care law on Medicare.

The former Pennsylvania senator said Republicans cannot pick a nominee who would not be able to challenge President Barack Obama aggressively on the law its opponents call "Obamacare."

"I never supported anything close to Obamacare. Sadly, that is not the case with the rest of the people in this field," Santorum told an older audience at an American Legion hall near Orlando. "Whether it's Gov. Romney with Romneycare or Speaker Gingrich and a 20-year promotion of the individual mandate."

Both candidates, he said, should be unacceptable to conservatives, especially among seniors who make up much of Florida. Some 3.3 million Floridians are over the age of 65.

Santorum centered his criticism of the health care law on a panel that is intended to keep increases in Medicare spending manageable by controlling payments to health care providers. The Independent Payment Advisory Board's unelected members would have too much power over seniors' care, he said.

The panel was designed to curb Medicare spending and its recommendations ? such as cutting Medicare rates paid to doctors ? would be binding unless Congress overrules them. Santorum called it a clever way for Obama to avoid taking responsibility for cuts.

"The effect is rationing care. It's rationing indirectly. You'll be mad at your doctor, you'll be mad at your hospital," he said. "You won't be mad at Obama, who is the real reason for your doctor or hospital not seeing you."

But the panel has yet to be set up, and Obama's health care law explicitly forbids it from rationing care, shifting costs to retirees, restricting benefits or raising the Medicare eligibility age.

It's terrible policy, Santorum said.

"The bottom line is more and more providers of health care are not taking Medicare because of the reimbursement rates," he added.

And when people do see a doctor, it is after delay, Santorum said.

"The average wait is getting longer and longer," he said. "The average wait is 29 days now."

However, a nonpartisan agency that advises Congress on Medicare policy, reports that access for seniors generally remains good, despite localized problems and concerns about appointments for primary care.

The Medicare Payment Advisory Commission said in a report to lawmakers last year that its most recent survey showed beneficiaries reported "similar or better access" than people age 50 to 64 with private insurance.

BEVERLY HILLS, Calif. ? Martin Scorsese's Paris adventure "Hugo" leads the Academy Awards with 11 nominations, among them best picture and the latest director honor for the Oscar-winning filmmaker.

Also nominated for best picture Tuesday: the silent film "The Artist"; the family drama "The Descendants"; the Sept. 11 tale "Extremely Loud & Incredibly Close"; the Deep South drama "The Help"; the romantic fantasy "Midnight in Paris"; the sports tale "Moneyball"; the family chronicle "The Tree of Life"; and the World War I epic "War Horse."

The nominations set up a best-picture showdown between the top films at the Golden Globes: best musical or comedy recipient "The Artist" and best drama winner "The Descendants."

"The Artist" ran second with 10 nominations, among them writing and directing nominations for French filmmaker Michel Hazanavicius, a best-actor honor for Jean Dujardin and a supporting-actress nod for Berenice Bejo.

"I can't believe that a year ago I was learning how to tap dance and today I am nominated for an Academy Award," said Bejo, the romantic partner of Hazanavicius, who plays a rising big-screen star of the sound era in "The Artist."

Because of a rule change requiring films to receive a certain number of first-place votes, the best-picture field has only nine nominees rather than the 10 that were in the running the last two years.

Scorsese, who won the directing prize at the Globes for "Hugo," picked up his seventh Oscar nomination in the category. After decades of being overlooked for Hollywood's top filmmaking award, Scorsese finally won the directing Oscar for 2006's "The Departed," which also was named best picture.

Dujardin, the Globe winner for best actor in a musical or comedy as a silent-era star whose career goes kaput with the arrival of talking pictures, will be up against Globe dramatic actor recipient George Clooney for "The Descendants," in which the Oscar-winning superstar plays a dad trying to hold his Hawaiian family together after a boating accident puts his wife in a coma.

Other best-actor contenders are: Demian Bichir as an immigrant father in "A Better Life"; Gary Oldman as British spymaster George Smiley in "Tinker Tailor Soldier Spy"; and Brad Pitt as Oakland A's general manager Billy Beane in "Moneyball."

Pitt was preparing breakfast for his and Oscar winner Angelina Jolie's six children when he learned of his latest nomination, his third. He decided to make pancakes ? and anything else the kids were craving.

"Whatever they want," Pitt said. "I don't care how sugared up they get for school."

Globe winners Meryl Streep (best dramatic actress as Margaret Thatcher in "The Iron Lady") and Michelle Williams (best musical or comedy actress as Marilyn Monroe in "My Week with Marilyn") scored Oscar nominations for best actress.

Two-time Oscar winner Streep padded her record as the most-nominated actress, raising her total to 17 nominations, five more than Katharine Hepburn and Jack Nicholson, who are tied for second-place.

Streep went two-for-four on her first nominations, winning supporting actress for 1979's "Kramer vs. Kramer" and best actress for 1982's "Sophie's Choice." But she has lost her last 12 times, and the Globe win for her spot-on personification of Thatcher looks like her best chance yet to break that losing streak.

Along with Streep and Williams, best-actress nominees are: Glenn Close as a 19th century Irishwoman masquerading as a male butler in "Albert Nobbs"; Viola Davis as a black maid going public with tales of white Southern employers in "The Help"; and Rooney Mara as a traumatized, vengeful computer genius in "The Girl with the Dragon Tattoo."

"I am honored to be in company with such beautiful artists, and touched deeply by my fellow actors for their generosity in giving me this acknowledgment," Streep said.

Octavia Spencer's win at the Globes as supporting-actress for "The Help," in which she plays a fiery maid whose mouth continually gets her in trouble, could give her front-runner status for the same prize at the Oscars. The same may hold true for supporting-actor nominee Christopher Plummer, who won a Globe for his role as an elderly dad coming out as gay in "Beginners."

An esteemed film and stage actor, Plummer went most of his 60-year career unacknowledged at the Oscars until earning a supporting-actor nomination two years ago as Leo Tolstoy in "The Last Station." If he wins this time, the 82-year-old Plummer would become the oldest acting recipient ever; Jessica Tandy now holds that position for her best-actress win in "Driving Miss Daisy" at age 80.

Also in contention for supporting actor: Kenneth Branagh as Laurence Olivier in "My Week with Marilyn"; Jonah Hill as a statistics whiz in "Moneyball"; Nick Nolte as a derelict dad making amends in "Warrior"; and Max von Sydow as a mute mystery man in "Extremely Loud & Incredibly Close."

Also up for supporting actress are "The Help" co-star Jessica Chastain as Spencer's lonely, needy boss; Melissa McCarthy as a crude but caring member of the wedding in "Bridesmaids"; and Janet McTeer as a woman posing as a male laborer in "Albert Nobbs."

McCarthy is a rare funny lady competing at the Oscars, which seldom honor performances in mainstream comedies such as "Bridesmaids."

The nomination for McCarthy was a small surprise next to some other startling turns among the nominations.

Tom Hanks and Sandra Bullock's "Extremely Loud & Incredibly Close," which got mixed reviews and has not been much of a factor at earlier Hollywood awards, was a very unexpected best-picture nominee. There were gasps and cheers of surprise from the crowd of publicists and Hollywood insiders at academy headquarters when the film's nomination was announced. Von Sydow's supporting-actor nomination also was a surprise.

Terrence Malick's "The Tree of Life" also had been considered a bit of a best-picture longshot. The movie, which won top honors at last May's Cannes Film Festival but was a love-it-or-hate-it drama among audiences, also picked up a directing nomination for Malick.

Oscar heavyweight Clint Eastwood's "J. Edgar" was shut out entirely, including for best actor, where Leonardo DiCaprio had been a strong prospect as FBI boss J. Edgar Hoover.

Other surprises included best-actor contender Bichir, who gave a terrific performance in "A Better Life," a film few people have seen.

Bichir beat out not only DiCaprio but also such actors as Ryan Gosling for two films, "Drive" and "The Ides of March," and Michael Fassbender for "Shame," who both had been high on Oscar forecasters' lists.

Also missing out on nominations were Tilda Swinton for "We Need to Talk About Kevin," Albert Brooks for "Drive" and Shailene Woodley for "The Descendants."

Along with Mara for best actress, "The Girl with the Dragon Tattoo" had five other nominations but missed out on best picture and director for David Fincher, who had been among the favorites a year earlier with "The Social Network."

The best-director roster is loaded with past winners and nominees, including Scorsese for "Hugo," Malick for "The Tree of Life," Woody Allen for "Midnight in Paris" and Alexander Payne for "The Descendants."

"Midnight in Paris," Allen's biggest hit in decades, was the filmmaker's first best-picture nominee since 1986's "Hannah and Her Sisters" and first directing nomination since 1994's "Bullets Over Broadway." With his 15th honor for original screenplay, Allen also extended his lead as record-holder for most writing nominations (Billy Wilder is second with 12).

The lone newcomer is Hazanavicius for "The Artist," a critical darling that has stacked up an impressive list of honors and nominations at earlier awards since its debut last year at Cannes.

While Steven Spielberg's best-picture contender "War Horse" picked up six nominations, the Oscar-winning filmmaker missed out in the directing category, a prize he has won twice. His first cartoon feature, the Golden Globe-winning "The Adventures of Tintin," also did not make the list for best animated film.

Another animated snub was "Cars 2," the first feature-length cartoon from Disney's Pixar Animation that failed to earn a nomination since the category was added in 2001. Pixar films including "Toy Story 3," "Up" and "WALL-E" had won the last four animation Oscars.

This time, the animated nominees are "A Cat in Paris," "Chico & Rita," Kung Fu Panda 2," "Puss in Boots" and "Rango."

Winners at the 84th annual Oscars will be announced at a Feb. 26 ceremony aired live on ABC from Hollywood's Kodak Theatre, with Billy Crystal returning as host for the first time in eight years.

The most-beloved Oscar host of the last two decades, Crystal agreed to lead the show for the ninth time after Eddie Murphy bowed out in support of his pal, filmmaker Brett Ratner, who quit as Oscar producer amid the uproar over a gay slur he uttered in front of an audience at a screening of his and Murphy's comedy "Tower Heist."

Crystal's return could bump up the TV ratings for the show, which have been on a general decline over the last few decades.

What usually results in big TV ratings, though, is a blockbuster such as eventual Oscar champs "Titanic" or "The Lord of the Rings: The Return of the King" in the thick of the best-picture contest. More fans tune in because they have a stake in the outcome.

There are no colossal films such as that in the mix this time. "The Help" is a solid hit, taking in $169 million domestically. So far, other best-picture nominees are well under that level, ranging from $75 million for "Moneyball" to $12 million for "The Artist."

Karzai says he's met with Afghan insurgent faction (AP)

KABUL, Afghanistan ? Afghan President Hamid Karzai said Saturday that he personally held peace talks recently with the insurgent faction Hizb-i-Islami, appearing to assert his own role in a U.S.-led bid for negotiations to end the country's decade-long war.

Karzai made the announcement hours before he met with American special representative Marc Grossman to discuss progress and plans for bringing the Taliban insurgency into formal talks for the first time.

"Recently, we met with a delegation from Hizb-i-Islami ... and had negotiations," Karzai told a meeting of the Afghan parliament. "We are hopeful that these negotiations for peace continue and we will have good results," he added.

Karzai's statement was a reminder that any negotiations to end Afghanistan's war will be more complex than just talking to the Taliban's Pakistan-based leadership, headed by Mullah Mohammed Omar. The two other main insurgent factions in the country have their own leaders and agendas.

Hizb-i-Islami is a radical Islamist militia that controls territory in Afghanistan's northeast and launches attacks against U.S. forces from Pakistan. Its leader, powerful warlord Gulbuddin Hekmatyar, is a former U.S. ally now listed as a terrorist by Washington.

Based over the Pakistan border, Hekmatyar has ties to al-Qaida and has launched deadly attacks on U.S. troops in Afghanistan. Fighters loyal to Hekmatyar also have strongholds in Baghlan, Kunduz and Kunar provinces in the north and northeast Afghanistan.

The other main insurgent group is the feared Haqqani network, which maintains close ties to both al-Qaida and the Taliban and commands the loyalties of an estimated 10,000 fighters. The Haqqanis have been blamed for a series of spectacular attacks, including suicide bombings inside Kabul.

By showing he can bring at least one major faction to the negotiating table, Karzai may hope to boost his standing in a tentative peace process that has recently been dominated by Washington. The president has met before with representatives of Hekmatyar, whose political allies hold seats in the Afghan parliament and Cabinet, but Saturday's public announcement seemed intended to bolster Karzai's insistence on inclusion in the U.S.-led peace process.

"It should be mentioned that the Afghan nation is the owner of the peace process and negotiations," Karzai said. "No foreign country or organization can prevent (Afghans) from exercising this right."

The U.S. has repeatedly said that formal negotiations must be Afghan-led, but Karzai is reportedly uneasy with his government not being directly involved in recent preliminary talks with Taliban representatives.

U.S. representative Grossman began meeting with Karzai on Saturday, the U.S. Embassy said.

Grossman, however, stressed that any future negotiations would include Afghanistan's government.

"After our meeting with President Karzai, we will decide what to do next because we take his guidance and advice in an Afghan-owned and Afghan-led process," Grossman said Friday during a stop in India.

French Defense Minister Gerard Longuet also arrived in Kabul on Saturday for talks with Afghan officials after Paris suspended training missions following the killing of four French troops by an Afghan soldier, the latest in a rising number of assaults in which Afghan security forces or infiltrators have turned their guns on coalition forces.

French President Nicolas Sarkozy has threatened to withdraw French troops from Afghanistan early over the deaths, a potential setback for the U.S.-led coalition's efforts to build a national army and allow foreign troops to go home.

After a briefing with an Afghan general, Longuet said in footage broadcast on France's LCI TV that the killer was a 21-year-old former soldier "who deserted, who went to Pakistan, who re-engaged in the Afghan army."

Earlier in the day, the French defense minister said his mission in Kabul is to "evaluate the attitude our officials should take" in the future.

On Saturday, insurgents killed a NATO service member in southern Afghanistan, the coalition said. The statement gave no other details, nor the nationality of the casualty.

Insurgents clashed Saturday with government forces in the town of Barmal in Paktika province in eastern Afghanistan, said Maj. Abdul Rahman, who coordinates coalition and Afghan operations in the area.

The Paktika governor's office said four attackers were trying to enter the town's main bazaar and then move toward government offices and military bases nearby. Before they could, Afghan security forces engaged them in a one-hour gun battle and all four attackers were killed, it said.

Separately, a roadside bomb killed four Afghan civilians Saturday morning in Helmand province in the south, the Interior Ministry said.
