One observation that one can make regarding the current European cup in football (by "football" I mean of course the version where they actually mostly use their foots to move the ball just like name implies, not the American version where they mostly use their hands to move the ball) is that there appears to be a negative correlation between ?how good countries perform on the football field and how well their economies.

Out of the more than 50 nations of Europe, plus countries that geographically are mostly or entirely in Asia including Turkey, Azerbaijan, Georgia, Armenia and Israel and non-independent parts of Britain like England and Scotland only 16 were allowed to enter. Yet all five of the so-called PIIGS countries managed to qualify themselves, while most relatively strong economies including Norway, Finland, Austria, Slovakia, Luxembourg, Turkey and Israel didn't make it, or as in the case of Poland was only present because it together with Ukraine hosted the event.

?And in the group play, only one of the PIIGS, Ireland, failed to be among the eight that made it to the quarter finals.

And of the remaining quarter finalists, England and Czechia represented countries that have slipped into double dip recessions. Only Germany represented a fairly strong economy with France economy coming in between the weak countries and Germany.

In the quarter finals, all remaining PIIGS except for Greece won and made it to the quarter finals. Then in the semi finals, the intra-Iberian penninsula match between Spain and Portugal ended with Spanish victory while Italy defeated Germany. Regardless of whether Spain or Italy had won last night,? it it would have been? the team from a country with a weak economy.

So while far from perfect (had it been perfect, Germany wouldn't have defeated Greece in the quarter finals), there appears to be a negative empirical correlation between success in football and economic success.?

Is this correlation causal? Almost certainly not. Spain, Portugal and Italy's economic problems can hardly to any significant extent be attributed to excess spending on football, especially since it also generates a lot of revenue for them as well ?Instead this is an example of how correlation doesn't necessarily imply causation.

What one can say however is that particularly in the country that won the final, success on the football field at least provides comfort for that country when they try to fix their economic problems.

WHITE PAPER: Federal Communications Commission NPRM on Cell

Background

Last year, based on a petition for rulemaking submitted by Wilson Electronics, the FCC issued a Notice of Proposed Rulemaking (NPRM) as part of FCC Docket 10-4 offering suggestions and soliciting public comments on how to resolve a dispute between cellular service providers and cell signal amplification device manufacturers, and best serve the public interest.?

Signal amplification devices, commonly referred to as ?signal boosters,? currently offer an array of consumer and public safety benefits by helping subscribers improve the reliability and coverage of their cell service for both voice and data. Cellular signal carriers however, have in the past cited concerns regarding cell site interference caused by boosters.

The problem has been caused by inferior designs reaching the market place as a result of inadequate ?FCC Certification standards.? Wilson Electronics has maintained in its petition and throughout the FCC proceeding, that properly designed boosters can operate transparently on all carrier networks without creating interference and has urged the FCC to adopt meaningful booster certification specs.

As background, when issuing its Docket 10-4 NPRM the FCC made the following statement which sheds light on its intentions:

"[Cell Phone] signal boosters serve the public interest by enabling consumers to improve their wireless coverage in rural, under served, and difficult to serve areas. Signal boosters can also address coverage gaps in urban environments such as buildings, tunnels, and garages. Signal boosters can benefit consumers by improving wireless coverage in office buildings where they work, in health care facilities, where health care providers need reliable communications, and on educational campuses were students want access to cutting edge wireless offerings. By bridging gaps in wireless carriers? coverage areas, signal boosters may also give consumers, particularly rural consumers, additional choices among wireless providers. Such increased competition may benefit consumers through lower prices and increased variety in service offerings. In addition, facilitating the use of signal boosters in rural and other areas of America will further our strategic goal of promoting broadband development, deployment, and availability. The relatively low-cost, coverage enhancing features of signal boosters will thus help many Americans to enjoy the dynamic growth in the variety and quality of wireless service offerings.

[Cell phone] signal boosters also provide public safety benefits. In areas where wireless coverage is deficient or where a signal is blocked or shielded, signal boosters enable the public to connect to 911 in an emergency. We note that both rural and metropolitan police departments rely on signal boosters to extend land mobile coverage in areas of limited service. First responders, including emergency medical personnel, also use signal boosters to improve communications during disasters and other emergencies."?

Current Situation

Since the NPRM was issued over a year ago, Wilson Electronics has successfully collaborated with cellular carriers in determining the safeguards and specifications required to assure operational integrity of cell sites operating in the vicinity of a cellular signal booster. ?The resulting set of network protection protocols were submitted to the FCC on June 8, 2012, in the form of a Docket 10-4 joint filing by Verizon Wireless, T Mobile Wilson Electronics, V-Comm and Nextivity, Inc. Sprint as well as AT&T were included the specification vetting process. Though they chose to not participate in the joint filing, they also indicated they would not oppose it.

The proposed rules, if adopted, would accomplish the goals of the Commission and adequately protect the interests of the stakeholders.?

Unfettered access of boosters which would be FCC Certified under the proposed rules will significantly benefit both carriers and consumers as long as carriers do not unreasonably deny the use of boosters.? Some of these benefits are:

  1. Coverage ? consumer boosters that meet these specifications will significantly improve voice and data coverage in rural America, both in mobile and in-building scenarios thus furthering the commission goals of improving broadband coverage and making public safety communications more reliable by providing responders with cellular back up to two way radios which are often out of range. Subscribers in urban dead spots would also benefit from signal access without the need for new tower sites and associated ?NIMBY? issues. Empirical field tests have indicated that the use of a booster can increase the coverage in square miles of a typical rural cell site by 3 times.
  2. Neutrality?the specifications are technology neutral and provide protection for all CMRS network technologies that are used and planned for Cellular including LTE CDMA, GSM, PCS, AWS.
  3. Affordability?boosters that meet the specifications will be affordable to consumers, with estimated prices expected to range from $100 to $300 for mobile consumer boosters and $200 to $500 for fixed boosters.
  4. Flexibility?the specifications would allow boosters to operate in both mobile and fixed environments and on multiple frequency bands, thus providing consumers with the ability to continue to use boosters, even if they switch service providers.
  5. Compatibility?the specifications will protect wireless networks from any interference, thus enabling boosters to be used to improve coverage and service quality with no fear of harm to the network.
  6. Public Safety. Boosters are presently used by law enforcement and first responders with many reported incidents in which their use has saved lives. The new standard will assure that these men and women will receive well designed products.
  7. Industrial and Service Improvements: Machine To Machine (M2M) communications such as remote ATMs, Video Rental Kiosks, remote patient monitoring, asset tracking, oil field communications and exploration monitoring, much of which communicates over the cell networks would work more reliably and in more places with the help of signal boosters.

Boosters have already achieved a significant market penetration in the consumer marketplace and are a ubiquitous part of the cellular communication market.? With well over a million boosters currently in operation, and monthly consumer demand currently in the six figures, it is clear that the integration of booster units into the networks is now being achieved by both good boosters and inferior boosters. In order to maintain a seamless integration of signal boosters, tighter specifications are needed going forward to prevent poorly designed boosters from continuing to enter the marketplace and causing harm to the cellular network.

Unresolved Issues

While the June 8, 2012, joint filing represented great progress, the parties however disclosed that they were unable to agree as to whether consent by each individual carrier should be required before a subscriber is authorized to operate a certified consumer signal booster.

The entire purpose of this proceeding was to establish a stringent FCC certification standard that would ensure that a certified booster will not in any way cause harm to any cellular network. There is general agreement that this has been achieved. To require a consumer who wishes to utilize such a booster to obtain carrier consent prior to the use of the booster, is completely unnecessary, could prompt anti-competive behavior from the carriers and is burdensome in the extreme to the consumer.

Consider the following hypothetical future situation:

Assume that a carrier reaches a financially lucrative deal with a low cost ?booster manufacturer to sell its boosters through the carrier?s retail outlets. What would stop such a carrier from not granting permission for any booster on its network other than the one it markets? The existence of an individual carrier permission rule could potentially close down the independent booster manufacturing industry even if consent denial is not ever employed by the carriers.

Wilson also believes that a carrier-consent requirement would be technically, practically and legally-unjustifiable. It would add unneeded hurdles to consumers needing boosters to make their connections more reliable and extend their coverage. It would also damage booster sales because of consumer uncertainty and fear of purchasing something they may not be able to use. For example, how would a subscriber roam through areas where a carrier may permit a particular booster but the next one down the road may not?? How about families with phones from different carriers using a common booster??

Granting such a power to the carriers would irreparably harm the consumers and eviscerate the public safety benefits provided by boosters. It will also put at risk the independent booster manufacturing industry.?

The? purpose for? adopting stringent technical rules or establishing technical ?safe harbors? as is being jointly proposed to the FCC is to ensure that compliant signal boosters could be operated by consumers without adversely affecting network reliability, operation or management.? These technical safeguards serve to obviate the need for carrier consent and enable consumers to operate robust signal boosters to improve their wireless coverage as they deem necessary. Requiring consumers to obtain carrier consent prior to operating compliant signal boosters would defeat the purpose of the safeguards.? It would be absurd for the Commission to constructs a safe harbor, within which properly-designed consumer signal boosters could be operated, and then authorizes carriers to block consumer access to that safe harbor.

If it requires consumers to obtain carrier consent to operate a compliant signal booster, the Commission would simply be empowering carriers to engage in unreasonable or discriminatory practices.

Finally, at present the carriers are also asking the FCC to institute some form of registration on the part of the consumer. This isn?t necessarily bad, as long as it?s kept simple for the consumer. If the registration is made to be too cumbersome it may result in non-compliance from consumers. These registration procedures should be consumer friendly, and could range from mail-in registration cards in the packaging of each booster to the use of a Web-based registration process.?

This product registration requirement ensures that only boosters in compliance with the required specifications are available to the public in consumer marketing channels.? Registration could present significant market entry barriers for any manufacturer not meeting these specifications to market an unauthorized booster product.

In the end, the FCC can establish a reasonable regulatory scheme that would allow for the adequate protection of cellular signal carriers and their systems while allowing booster signal device manufacturers to provide the valuable public service that facilitates consumer access to a cellular network in currently underserved areas.

    Mexican election could return old rulers to power

    The party that ruled Mexico for most of the past century looked set for a comeback on Sunday as voters chose a new president, seeking an end to a brutal drug war and weak economic growth that have worn down the ruling conservatives.

    Twelve years after the Institutional Revolutionary Party (PRI) lost power, its candidate, Enrique Pena Nieto, led by between 8 and 11 percentage points in exit polls released by three of Mexico's main television networks after voting ended on Sunday night.

    Tainted by corruption, electoral fraud and occasional bouts of brutal authoritarianism during its 71 years in power, the PRI was voted out in 2000. It has bounced back, helped by the economic malaise and a tide of lawlessness that have plagued Mexico under the conservative National Action Party, or PAN.

    Pena Nieto, a youthful-looking former governor of the State of Mexico, has established himself as the new face of the PRI with the aid of favorable media coverage led by Mexico's most powerful broadcaster, Televisa.

    Leftist rival Andres Manuel Lopez Obrador was in second place with Josefina Vazquez Mota of PAN, trailing in third.

    Vazquez Mota said she recognized that voting trends in Sunday's election did not favor her, but stopped short of conceding defeat.

    Preliminary official results were due in the next few hours.

    Long lines of voters snaked around city blocks in the capital. The first national exit polls were expected when voting ends in the westernmost part of the country at 8 p.m.

    "It's time for the PRI to return. They're the only ones who know how to govern," said Candelaria Puc, 70, preparing to vote in Cancun with the help of a friend because she cannot read or write.

    "The PRI is tough, but they won't let the drug violence get out of control," she added, speaking in a mix of Mayan and Spanish.

    After ending the PRI's rule in 2000, the PAN raised hopes high. But years of weak growth and the death of more than 55,000 people in drug-related killings since 2007 have eroded its popularity.

    Violence continued in the days before Sunday's vote.

    In the Pacific beach resort of Acapulco, one of the cities most affected by the drug war, four people were killed on Saturday, two of them tortured and beheaded, a hallmark of drug-related killings, Guerrero state police said.

    The PRI mayoral candidate in the city of Marquelia, about 40 miles from Acapulco, was kidnapped by an armed group, prompting a protest of his supporters that closed a highway for five hours, a party leader said.

    Pena Nieto's closest challenger in pre-election polling was former Mexico City Mayor Andres Manuel Lopez Obrador, the front-runner for much of the 2006 race. Lopez Obrador ultimately lost by half a point to President Felipe Calderon of PAN and refused to accept defeat.

    Claiming fraud, he led massive protests in the capital for weeks, bringing much of Mexico City to a standstill and alienating even some of his supporters.

    Though his campaign bid surged late on when a wave student-led opposition to the PRI boosted his ratings, polls suggest Lopez Obrador will fall short of the 35 percent of votes he won in 2006.

    "This is no time for the country to go in reverse," a relaxed Lopez Obrador said of the PRI before voting.

    Final polls showed Pena Nieto winning 40 percent to 45 percent of the vote, Lopez Obrador close to 30 percent with Vazquez Mota not far behind. Gabriel Quadri, a fourth candidate competing for a smaller party, is expected to pick up a few percent. The one with the most votes wins, with no need for a second round.

    Pena Nieto has seized on Calderon's failure to tame cartels with a military-led offensive, arguing the PRI's experience in power means it best understands how to restore peace to Mexico and reinvigorate the economy.

    FEAR OF FRAUD
    Lopez Obrador has in recent weeks sounded alarms about possible vote fraud, raising concerns he might call new street protests if he loses again.

    His belligerence after 2006 exposed tensions within the main leftist grouping, the Party of the Democratic Revolution (PRD), although it has rallied behind him again for this campaign.

    Though it has effective and popular control in Mexico City, the PRD's record outside the capital has been tainted by allegations of corruption and incompetence.

    "It is important to stop the PRI coming back to power," said 22-year-old Rafael Peralta, a first-time voter. "They brutally repress protests and give handouts with conditions."

    The PRI laid the foundations of the modern state with a nimble blend of politics and patronage that allowed it to appeal to labor unions and captains of industry at the same time.

    The party that nationalized the oil industry in 1938 also made sweeping free-market reforms in the 1990s and signed the North American Free Trade Agreement with the United States and Canada, upholding a populist image while a small cadre of well-connected capitalists grew rich through effective oligopolies.

    Mexicans eventually tired of the one-party rule that stifled dissent, rewarded loyalists and allowed widespread corruption.

    The era of old-time PRI bosses known as "dinosaurs" gave way to a more democratic era under the 1994-2000 presidency of Ernesto Zedillo, who instituted reforms that allowed opposition parties to compete in a fair vote and oust the PRI.

    On Sunday voters will also decide on six state governors and both houses of Congress, with gains expected for the PRI.

    The legislative results will help determine whether Pena Nieto will be able to push through his plans to liberalize antiquated labor laws, improve the tax take and open up state oil giant Pemex to more private investment.

    Financial investors are encouraged by Pena Nieto's reform agenda, which would be more friendly toward foreigners, and hold out hope he would promote well-educated technocrats like those who oversaw the economy during the PRI's later years in power.

    Feds propose $3.7M penalty for Mich. oil spill

    (AP) ? Federal regulators proposed a $3.7 million civil penalty Monday against the Canadian owner of a pipeline that ruptured in 2010, dumping more than 800 million gallons of oil into a southwestern Michigan river.

    The U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration said the penalty against Enbridge Inc. would be the largest it has imposed. The agency also said it was recommending 24 enforcement actions against the company, based in Calgary, Alberta.

    "We will hold pipeline operators accountable if they do not follow proper safety procedures to protect the environment and local communities," U.S. Transportation Secretary Ray LaHood said.

    A 30-inch pipeline extending from Griffith, Ind., to Sarnia, Ontario, ruptured July 25, 2010 in Calhoun County, about 60 miles southeast of Grand Rapids. Investigators found numerous violations of hazardous liquid pipeline safety regulations, including failure to follow procedures and operator qualification requirements, PHMSA said.

    The rupture happened during a scheduled shutdown, the agency said.

    "Despite control center alarms, there were several attempts to restart the line, resulting in more pressure that expelled more oil," it said in a news release.

    More than 20,000 barrels had spilled by the time a local natural gas company employee informed Enbridge's control center about the spill the next day.

    Enbridge has 30 days to respond. It could accept the agency's findings and pay the penalty or request a hearing before an administrative judge.

    The agency is expected soon to issue a report on what caused the pipeline break.

A recent study led by Andrew Puca, Ph.D. under the supervision and direction of Antonio Giordano, M.D., Ph.D. set out to illustrate novel mechanical transduction properties of Hematopoietic Stem Cells in relation to defining the expression of humoral factors by facilitating paracrine/autocrine signalling via microgravity.

    Dr. Puca, lead author of the study, says "The goal ultimately was modulating intracellular trafficking of tyrosine kinase receptors, cellular proteins directly involved in vasculogenesis, in the context of cell and tissue morphogenesis, ultimately emphasizing the properties of mechanical loading via simulated microgravity and its effects on hematopoietic stem cell (HSPC) growth. These mechanisms are vital to understanding the cooperative relationship between cells and their surrounding microenvironment.

    Understanding the expression of these angiogenic triggers will prove to be the cornerstone of bioengineering and the mechanistic machinery that induces tissue regeneration. Our studies indicate that living cells are literally hard-wired so that they can filter the same set of chemical inputs to produce different functional out-puts and this mechanism is largely controlled mechanically," said Dr. Puca, a Postdoctoral Fellow at the Sbarro Institute for Cancer Research and Molecular Medicine located at Temple University in Philadelphia, PA.

    "Our data show how cooperation and competition between extrinsic micro environmental chemical signaling (biochemical) and physiological stresses (bio-mechanical) may be the new frontier in delineating processes in stem cell differentiation and improving techniques in tissue engineering as well as provide a new a model for the development of innovative culture techniques for cell transplant based therapies," says Antonio Giordano, M.D., Ph.D., Director of the Sbarro Institute for Cancer Research and Molecular Medicine and Center for Biotechnology at Temple University, and President of the Sbarro Health Research Organization, Inc.
