US embassies step up security after Libya attack

MANILA, Philippines (AP) ? Security was increased at American embassies and consulates around the world Thursday following an attack that killed the U.S. ambassador in Libya, while the U.S. urged its citizens abroad to be vigilant.

Police in Dhaka, Bangladesh, stopped a march by people who chanted slogans and burned a U.S. flag in protest of a provocative American film that depicts the Islamic prophet Muhammad in disrespectful ways. Guards and police special forces were seen carrying assault rifles outside the U.S. Embassy in the Philippine capital, while embassy guards gestured to a photographer to stop taking pictures.

President Barack Obama ordered increased security at American missions after Ambassador Chris Stevens and three other Americans were killed Tuesday in Benghazi, Libya. The attack on the consulate there was presumed to have been triggered by outrage over the film, but U.S. officials are investigating whether it was a terrorist strike on the 11th anniversary of the attacks of Sept. 11, 2001.

Indonesia's government has condemned the anti-Islam film, "Innocence of Muslims," but there has been no public reaction so far in the world's most populous Muslim nation, even though it is prone to large protests. Officials called on Indonesians to stay calm ahead of Friday prayers, when demonstrations often take place.

The U.S. Embassy in the Indonesian capital, Jakarta, issued a security message to American citizens advising them to pay close attention to their surroundings and to avoid large crowds that might turn violent.

"These events are a reminder to all of us that the security situation in any location can change rapidly and in unexpected ways," it said.

Indonesia's government has asked Google, which owns YouTube, to help block online access to "Innocence of Muslims," said Gatot Dewabroto, a Communication Ministry spokesman. It was available Thursday morning, but could not be viewed by afternoon.

"The movie has hurt Muslims all over the world deeply. They deliberately wanted to make Muslims angry," said Amidan Shaberah, a prominent cleric at the influential Indonesian Ulema Council. "We urge Indonesian Muslims to calm down because the majesty and greatness of God and the Prophet Muhammad will not be diminished by these insults."

In the Philippines, diplomats had asked for additional police personnel and patrols for the seaside compound that houses the U.S. Embassy, as well as a nearby residential complex and the consulate in the central city of Cebu, ahead of the anniversary of the Sept. 11, 2001, attacks in the U.S. Officials said the heightened security would be maintained indefinitely.

Traffic was busy as usual Thursday on a Manila boulevard in front of the embassy's main entrance. A police pickup truck with a machine gun mounted on the back was parked under a tree, and Philippine coast guard vessels patrolled Manila Bay around the embassy. Police patrols were also intensified in other U.S. facilities, including the American cemetery in the Philippine capital.

"President Obama yesterday directed an increase in security at diplomatic posts around the world, and this includes our embassy here in Manila," said embassy spokeswoman Tina Malone.

Americans flags were lowered at half-staff as U.S. Ambassador Harry K. Thomas Jr. mourned the loss of the American diplomats in Libya.

"We will do our best to honor and carry forward their memory and their service," he said in a statement.

In Nigeria, which is largely split between a Muslim north and a Christian south, the U.S. Embassy warned that "extremists may attempt to target U.S citizens and other Westerners." Previous violence by a radical Islamist sect known as Boko Haram saw the embassy ban its staff from traveling to the north for much of this year. The sect is blamed for killing more than 670 people this year alone, according to an Associated Press count.

Nigeria's federal police force was ordered to provide additional security to foreign embassies, but the country was largely quiet, with local media reporting only one small protest over the film happening in the central city of Jos.

The U.S. Embassy in Malaysia advised on its website that demonstrations were possible there and that American should use caution. An embassy official there said it was policy not to discuss security measures.

Higher security was evident around the U.S. Embassy in Dhaka, including searches of vehicles nearby. Police blocked about 400 marchers belonging to two Islamic groups who were proceeding through streets near the Baitul Mokarram mosque, several kilometers from the U.S. Embassy in the capital.

European ministers discuss Greece debt extension

NICOSIA, Cyprus (AP) ? Greece may get more time to cut its budget, its creditors indicated Friday in another sign of increasing flexibility and optimism across the 17 countries that use the euro, while Spain appeared to be inching closer to making a formal request for financial assistance.

Greece is currently being assessed by international debt inspectors, whose verdict could theoretically spell the end of its involvement in the eurozone. If the inspectors decide it hasn't done enough to meet the strict conditions of its bailout, vital funds would be cut off and it could be forced to default on its mountain of debt, potentially triggering another bout of turmoil in the markets and its exit from the euro.

The new Greek coalition government is seeking a two-year extension to meeting a budget reduction program to 2016, as the country's recession is proving worse than anticipated at the time the program was negotiated. By the end of this year, the Greek economy is expected to have contracted by a cumulative 20 percent since 2008.

There were signs Friday as finance ministers meeting in Cyprus for an informal meeting that Greece's his pleas may be getting a hearing.

"It is on the table," Greek finance minister Yannis Stournaras.

However, any chance that Greece will get a third bailout look slim.

"If the deficit turns out to be somewhat worse than expected because of a temporary downturn in the economy, there could be some time but not money, not extra money," Dutch finance minister Jan Kees de Jager.

And Austria's finance minister Maria Fekter said the Greek government is making "ambitious" proposals to deal with its debts and echoed De Jager in saying that the country may get more time to get its finances in order.

"We will give Greece the time that they need for this," she said. "There will probably not be more money."

However, the crisis-hit country was told that it won't find out whether it's done enough to get its next batch of bailout cash for at least a month.

Jean-Claude Juncker, the head of the eurogroup of finance ministers, told a press briefing following an informal meeting in the Cypriot capital, that the report from the "troika" of the European Union, European Central Bank and the International Monetary Fund is unlikely to be ready before the beginning of October, pushing on a decision on Greece's bailout loans into the second half of October.

Greece wasn't the only topic of debate among finance ministers, who gathered in the island's capital Nicosia a time of relative calm in the financial markets. The ECB bond-buying plan, the creation of a new government in Greece following two elections and a German court ruling in favor of Europe's new bailout fund have all calmed markets and politicians nervous at the eurozone's debt problems.

Spain, which is the eurozone's fourth largest economy, was also high on the agenda in Nicosia. The country is widely-expected to make a request to use the ECB facility at some stage but the conditions attached have yet to be determined.

Its finance minister Luis de Guindos said the government was readying to present a bold new economic reform plan by the end of the month.

"De Guindos also informed the eurogroup today that the Spanish government intends to adopt a national reform program by the end of September based on recommendations of the European Union, with very clear commitments and precise timetables," Olli Rehn, the European commissioner for monetary affairs, said.

The Spanish government has shown its unwillingness to bow to conditions attached to any help, and its plan could allow it to say that it's already meeting any austerity and reform measures implicit in a deal.

De Guindos also told his counterparts that the country would do more to achieve its targets, if required.

"We were reassured that the fiscal target for this year remains reach," the eurogroup's Juncker said. "The Spanish minister reiterated the full commitment of the Spanish authorities to meet their budgetary targets .... including additional measures if needed."

This is the first gathering of euro finance ministers since the ECB's president Mario Draghi announced the new plan to buy up unlimited amounts of short-term debt to help struggling countries lower their borrowing costs.

The ECB proposals have helped calm the mood in markets over the past few weeks, reducing the pressure on Spain to tap the new facility because its borrowing rates in the markets have fallen dramatically.

Draghi though refused to take all the credit for the marked improvement in markets, which has helped the euro clamber above $1.30 for the first time in four months and seen the borrowing costs of countries like Spain and Italy plummet.

"There's been significant progress," Draghi said.

Kohlschreiber beats Isner after 2 a.m. at US Open

(AP) ? Tying the record for latest finish at the U.S. Open, Philipp Kohlschreiber of Germany eliminated marathon man John Isner of the United States 6-4, 3-6, 4-6, 6-3, 6-4 at 2:26 a.m. Monday, reaching the fourth round.

The official completion time was the same as a second-round match in 1993, when Mats Wilander beat Mikael Pernfors.

"Of course, it's very late, so everybody here is really a crazy tennis fan," the 19th-seeded Kohlschreiber told the few fans who remained during an on-court interview.

He won his sixth consecutive five-setter. No. 9 Isner, the highest-seeded American man, dropped his fourth in a row ? and did it in angry fashion, getting docked a point for smashing a racket. It caps a disappointing Grand Slam season for Isner, who didn't make it past the third round at any of the four major tournaments.

An earlier three-set victory by Maria Sharapova in Arthur Ashe Stadium was interrupted by a rain delay, and Isner and Kohlschreiber didn't start until after 11 p.m. Sunday. They played 3 hours, 20 minutes.

That length pales in comparison to Isner's record 11-hour, 5-minute victory at Wimbledon in 2010, and his 5-hour, 41-minute loss at the French Open this year.

Against Kohlschreiber, the 6-foot-9 Isner hit 22 aces, but he lost all three break points he faced. He only was able to break the German twice in 11 chances.

After the fourth set against Kohlschreiber ended at about 1:30 a.m., a sweat-soaked Isner headed to the locker room for a full wardrobe change, even switching shoes.

That added a delay of about eight minutes. When Isner came back, his mood quickly soured.

In the first game of the fifth set, he got upset over a miscommunication when chair umpire Carlos Bernardes charged him for an instant-replay challenge that Isner said he didn't really want. After pushing a forehand long on the next point, Isner whacked a ball in anger into the stands, drawing a warning for unsporstsmanlike conduct.

Later in that game, a foot-fault call by a line judge that Isner disagreed with erased an ace and led to a double-fault. And after missing a forehand, Isner got broken to trail 1-0.

Two games later, now down 2-1, Isner re-aired his anger at that call, saying to Bernardes: "Who is this guy? How is he going to call a foot-fault? Worst call ever."

With that, Isner sat down in his changeover chair and pounded his racket to the court twice, busting up the frame then chucking it away. Because of the earlier warning, Bernardes charged Isner with a point penalty, so Kohlschreiber started the next game ahead 15-love. Nonetheless, Isner wound up getting a break point at 30-40, but Kohlschreiber erased that with a backhand winner down the line.

Isner got another break chance while down 4-3, but he sent a groundstroke long, and Kohlschreiber wound up holding to lead 5-3. Two games later, the match was over.

Next for Kohlschreiber is a match Tuesday against No. 8 Janko Tipsarevic, whose victory Sunday ended more than eight hours earlier.

Asked what the key for him will be moving forward, Kohlschreiber replied: "Recover as soon as possible."
